SAFE Act Left Out of Farm Bill Draft — Take Action Now
The House Agriculture Committee has released draft language for the long-delayed Farm Bill, and the SAFE Act (H.R. 1661/S. 775) is not included.
The Save America’s Forgotten Equines (SAFE) Act (H.R. 1661/S. 775) would permanently prohibit horse slaughter in the United States and restrict the export of American horses for slaughter abroad. The legislation would amend the Agriculture Improvement Act of 2018 to prohibit the slaughter of equines for human consumption. In practical terms, it extends existing federal protections that already prohibit the slaughter of dogs and cats for human consumption by adding “equines” to that language — closing a long-standing gap in federal law.
While this amendment will not immediately eliminate the slaughter pipeline, the SAFE Act represents a critical step forward. Each year, tens of thousands of American equines are transported across our borders for slaughter. This legislation would significantly reduce those numbers and move us closer to lasting protections.
The Farm Bill is typically reauthorized only once every five years, making this a rare legislative opportunity to secure meaningful safeguards for horses.
