URGENT ACTION NEEDED: S1377 Federal Legislation

TAKE ACTION before Monday, Dec. 8, 2025 (UPDATE- By Tuesday, Dec. 9)

We have some essential information regarding S1377, the Theodore Roosevelt National Park Wild Horses Protection Act.

Our partners at Chasing Horses Wild Horse Advocates (CHWHA) do not support the bill in its current form. They feel that rather than offering meaningful protection, the bill—as written—contains serious shortcomings that could ultimately fail to secure a genetically viable herd or true long-term preservation for the TRNP horses.

Conversely, our partners with the North Dakota Badlands Horse (NDBH) and other area groups who closely monitor the TRNP horses feel it should pass as written. In general, and having not seen the proposed amendments to S1377, they feel the best chance to get it passed is to not add complicated amendments.

ND Senator Hoeven’s office released the following,

“Senator Hoeven and Regional Director Frost discussed a variety of topics important to Theodore Roosevelt National Park, including the scenic loop repairs, updates for the Painted Canyon visitors center and our legislation to maintain the horse herd.

“Our legislation requires the NPS to maintain a wild horse herd of no fewer than 150 horses, without exception. We are open to changes to the legislation, so long as they work for all stakeholders, including the horse advocate groups, and don’t jeopardize the bill’s passage.

“We continue working to schedule a hearing on our legislation, and while the shutdown will delay the committee schedule, we still expect to have a hearing for the bill this fall. We will follow up with you once that hearing is scheduled.”

The Cloud Foundation recommends that our followers read S1377 as well as CHWHA’s concerns and proposed amendments to the Bill.
