On October 10th, from 3:30 – 4:30 p.m. PST, the Modoc and Inyo National Forests will conduct a virtual public hearing regarding using helicopters and other mechanized equipment during wild horse roundup operations. The hearing will be held using Zoom video conferencing technology.

The virtual meeting will provide updates on planning for the roundups and the use of helicopters and other mechanized equipment during roundup operations. During the meeting, public comments will be accepted regarding using mechanized equipment to capture horses.

Request that the Forest Service implement a humane management plan for the Devil’s Garden horses that protects them from the cruelty of the slaughter pipeline.

Little Book Cliffs Roundup: Wild Mare Breaks Her Leg as She and Foal Flee From Helicopter

The Cloud Foundation (TCF) executive director Kerry Ferguson recently attended the first half of the helicopter roundup in the Little Book Cliffs (LBC) Herd Management Area (HMA) in Colorado.  (Read the Full Story with Kerry's roundup summary HERE.) 

TCF friend, supporter and wild horse advocate, Nalinka - Marion Fernandez, also attended the roundup. On the last day, she captured devastating video footage of the helicopter chasing a frightened mare and foal ... causing the mare to run into a ditch and break her leg. 

While this tragic event was captured on video -- these horrific events ending in injury and/or death occur at every roundup. The government hides these occurrences from the public by refusing to put cameras on helicopters, at traps, and in holding pens which is why TCF is suing the Bureau of Land Management to get cameras at all roundups.

This video is exactly why we fight so hard for America's wild horses and burros and reminds us of the importance of winning our lawsuit.

Little Book Clips Roundup Summary

The Bureau of Land Management's (BLM's) goal was to round up 130 horses and return 30 after administering the PZP birth control. Though we support using safe and reversible fertility control, we of course do not support the removal of all these wild horses from their homes and families on the range.

DAYS 1 - 3: The roundup began on September 11. For the first three days, observers were taken up to the Low Gap area of the range to observe operations taking place over on the Monument Rocks area of the range -- about 2 miles away, across a canyon (see photo below). Even with a powerful zoom lens, the helicopter appeared tiny, and only a cloud of dust told us that horses had been driven into the all-but-invisible trap. Meaningful observation... No.

NOTE: The Monument Rocks area is considered remote and difficult to get to. For our safety, we were placed about 2 miles away in the Low Gap Area of the HMA on an outcrop of boulders on the edge of a steep drop off where we would "watch" the operations taking place across the valley... 😐

Wyoming's White Mountain Horses
Are on the Roundup Calendar

In 2022, the Bureau of Land Management (BLM) conducted a population survey of the White Mountain Herd Management Area (HMA) and found 549 horses. Using the agency's unscientific population growth model, the BLM estimates there are now 791 horses in an area encompassing 393,000 acres. The Artificial Management Level (AML) for White Mountain is set at 205-300 horses and the agency wants to remove 586 horses to bring the population down to just 205. Meanwhile, the agency permits the equivalent of 1,500 year-round cows in the same area!

 The Bureau of Land Management Rock Springs Field Office initiated a 30-day public review of a Determination of NEPA Adequacy (DNA) for a proposed wild horse roundup in the White Mountain Herd Management Area.  You may comment on this document by either submitting your personal comments directly to BLM (due by 4:30 p.m. on March 22) and/or signing on to our petition (due 12:00 p.m. March 22).

Horses Are Not An Invasive Species

Ross MacPhee is a senior curator in residence at the American Museum of Natural History. His research interests include the evolution and extinction of megafauna worldwide. His most recent book is End of the Megafauna: The Fate of the World’s Hugest, Fiercest, and Strangest Animals (Norton, 2018).

In a recent column, Rod Miller asserted that wild horses are an invasive species in this country and should be treated as such, that is, eliminated. Miller’s assessment of the biological status of horses, which is identical to and as outmoded as that of the Bureau of Land Management, is simply incorrect, as it is based on a disturbingly shallow appreciation of the relevant scientific facts.

Old approach to wild horses lingers in the new West

The Bureau of Land Management in May published an amendment to the plan that guides decisions in the agency’s Rawlins and Rock Springs offices. In the document, the bureau’s staff revealed the new target population for the federally protected mustang herds in the Divide Basin and Salt Wells Creek: “Zero wild horses.”

BLM Report States Lack Of Staff Primary Factor in Wild Horse Deaths

In a welcome act of transparency, BLM released a report by their own Comprehensive Animal Welfare Program team after an investigation of the Canon City holding facility. The report shows significant areas of noncompliance that likely led to the situation in which nearly 150 West Douglas wild horses died of equine influenza. The team found that understaffing was a main issue with the agency not meeting its own standards for the care of these wild horses.


Colorado Governor Calls on BLM to Hold Off on Wild Horse Roundups

Colorado’s Governor Polis and First Gentleman Marlon Reis have taken amazing steps forward for animals in their state and now once again they are stepping up for wild horses. Although we are disappointed that an independent committee has not yet been established to investigate the Canon City deaths, we are encouraged by Governor Polis’s determination to do right by Colorado’s wild horses. TCF continues to demand answers as to HOW the deadly virus was introduced into the Canon City holding facility and WHY the West Douglas horses were not vaccinated upon arrival. Colorado Organization Says Government Shouldn’t be Investigating Itself

CAÑON CITY, CO (May 18, 2022) – The Cloud Foundation (TCF), a national nonprofit dedicated to protecting America’s wild horses and burros, is urging Federal legislators and Colorado State officials to convene an independent investigation into how an illness has now killed almost 150 captured wild horses at BLM’s Canyon City holding facility. The group is calling for a moratorium on wild horse and burro roundups until the Bureau of Land Management (BLM) can ensure the animals’ health and safety off the range.

Roundup Alert: Bureau Announces Roundup for Desatoya Horses, NV.

BLM's Stillwater Field Office recently announced it will begin a helicopter roundup in the Desatoya Herd Management Area (HMA) of Nevada, starting on or around January 16th, 2022.

Desatoya HMA is 161,700 acres. The BLM's "Appropriate" Management Level (AML) is 127-180 wild horses. Even at high AML, that is one wild horse per 898 acres. 

The agency plans to roundup 223 horses, permanently remove 150, and release 43 mares (treated with Gonacon) and 30 stallions back to the range. 

We strongly encourage YOU, if you're local to the area, to attend this roundup. As Americans, it's our duty and right to observe our government in action.

After all, these are OUR wild horses.

Bearing witness is heartbreaking, but the public MUST get involved if we hope to stop these tragic government roundups.

Observers need to call the roundup hotline and RSVP no later than 5:00pm the day before you wish to attend -- (775) 885-6101.

BLM Rawlins WY Announces Humane Management Plan for Stewart Creek HMA

BLM ANNOUNCES PLAN FOR RECORD ROUNDUPS IN 2022

The U.S. Bureau of Land Management issued a press release yesterday detailing the agency's plans to remove at least 19,000 wild horses and burros in 2022.

NOWHERE in the press release do they mention the MILLIONS of privately owned cattle and sheep which dominate grazing in designated wild horse/burro habitat.


In the Field - A Visit to the Spring Creek Basin Wild Horse Herd

Around Thanksgiving Ginger and TCF Board Member Ann Evans did some exploring in TCF’s home state of Colorado.

Their travels first took them to Mesa Verde National Park, A UNESCO World Heritage Site. Afterwards they visited the tiny Spring Creek Basin Wild Horse Herd which is managed humanely with PZP through an amazing collaboration of advocate volunteers and BLM.

Center for a Humane Economy, Animal Wellness Action, The Cloud Foundation, and TMR Rescue Partner to Save 14 Burros from Kill Pen

The Center for a Humane Economy, and Animal Wellness Action, today announced their collaboration with TMR Rescue, Inc., a donkey rescue and sanctuary in Plantersville, Texas, to save 14 formerly wild burros, all titled by the Bureau of Land Management (BLM), from going to slaughter in foreign meat plants. The animals were originally adopted by private individuals through the BLM’s adoption programs — through a program that requires holding the animals for at least a year before title is transferred to them – they were ultimately dumped in a kill pen. The Cloud Foundation also assisted in this rescue by providing funds to assist with initial care and materials needed to ensure the animals are safe and healthy long term.


A Tribute to Trigger

In 2009 TCF rescued all the senior horses of several Pryor mustang bands when they were rounded up and removed from their wild home.

We recently lost our beautiful band stallion Trigger at the age of 24.

We are sorry to report that amendment 2296 to the Senate Infrastructure Bill was not adopted.

The amendment would have mirrored the House amendment (which passed) and would have banned the transport of equines for slaughter.

Sweet Piccolo. Days old and orphaned by the horse slaughter industry. Piccolo was the youngest of the foals whose family was sold and hauled off to a Canadian slaughterhouse.


The Bureau of Land Management’s (BLM) Adoption Incentive Program (AIP) operates with your tax dollars. It provides incentive for people to adopt a wild horse or burro for a year, then dump them at a kill pen or auction. From there, they are likely to be purchased cheap and sent to slaughter.

The Adoption Incentive Program is an unconscionable waste of your hard-earned money. It's un-American and it must end. Click to watch Ginger's video message and then take a moment to send a message to the BLM, your Representatives and Senators that this program must be stopped NOW.
